Authorities are not sure if the plane was taking off or landing at the time of the crash. The two occupants have not been identified, but police described them as two men in their 40s and 50s.

The crash site was difficult for emergency personnel to get to because of the softness of the marsh. A bulldozer from the made a dirt path to the crash site, Lowery said.
