Barrington Approves 2014 Budget

The termination of the service agreement between the village and fire protection district has resulted in projected decreases in revenues and expenditures for fiscal year 2014.

The Barrington Village Board unanimously approved its operating budget for fiscal year 2014 at Monday's meeting.

"The village is in a good position to start 2014," said Village Finance Director Jason Hayden.

Operating revenues are projected to decrease 10.35 percent from $31.8 million to $28.5 million.

Operating expenditures are budgeted to decrease 9.07 percent from $27.1 million to $24.7 million.

Both of these decreases are a result of the termination of the intergovernmental agreement for fire and medical emergency services between the village and the Barrington Countryside Fire Protection District, Hayden told Patch.

The general fund is projected to have a surplus of $230,000. However, Hayden told Patch, the contingencies are all budgeted in the general fund to help the transition for the fire district.

"If these contingent expenditures do not materialize, the surplus will actually be much higher in 2014," he said.

The budget also includes $3.2 million in debt service expenditures. Hayden said 87 percent of direct debt will be retired in 10 years, with 100 percent retiring in 14 years. The village's water and sewer alternate revenue source bonds will retire next year.

Staffing down

Village staffing will decrease in 2014 by 20.73 full-time equivalent employees, for a total of 107.14 full-time equivalent employees.

This reduction in force is caused by the termination of the agreement between the village and fire protection district.
