Illinois kids never could read at grade level

SPRINGFIELD  --  No one is surprised that only 60 percent of Illinois school kids can read, write, and add at grade level. 

As Benjamin Yount writes for Illinois Watchdog, school leaders expected the drop because Illinois' grade schoolers never could do the work they were supposed to be doing.
