The Lake County Board Tuesday (October 9, 2012) passed a resolution by a vote of 23 to 0 to approve a plan for a potential shopping center, local community activity center and offices on the controversial 108.75 acres of land known as the Dimucci Family Property at Rand and Old McHenry roads. Strict requirements were placed on the Dimucci family about what can go onto 53 acres of the land with the remainder to be held forever as open space. It currently is available as farm land. Planning, Building and Zoning Committee recommends approval of rezoning.
The proposal for rezoning and a Planned Unit Development for the Dimucci property at Old McHenry Road and Rte. 12 will go before the Lake County Board on Oct. 9. The Dimucci family is requesting rezoning and a PUD for a commercial development on the 109-acre Dimucci property, which is at the southeast corner of Route 12 and Old McHenry Road, near Hawthorn Woods. The proposal has gone through an extensive review process throughout the summer, which included numerous public hearings in which residents expressed their concerns over the controversial proposal. After numerous public hearings, a new intergovernmental agreement, and numerous limiting conditions, the Lake County Zoning Board of Appeals forwards a recommendation for rezoning and a PUD.
At Thursday's final ZBA public hearing on the request by the Dimucci family for rezoning to commercial and a planned unit development (PUD) for their property at Old McHenry Road and Route 12, the ZBA voted unanimously in favor of forwarding a favorable recommendation to the County Board. Between the Lake County Regional Planning Commission (RPC) and the Zoning Board of Appeals (ZBA), peitioners, Lake County staff and objectors attended some 37 hours of public hearings. Public hearing continues with more opposing voices tonight.
The Zoning Board of Appeals (ZBA) will continue public comment on rezoning of the Dimucci property at Rte. 12 and Old McHenry Road, tonight. The hearing will be held at 5 p.m., at Concorde Banquets, 20922 N. Rand Road, Kildeer. The ZBA has yet to complete public comment and the objectors’ and petitioner’s closing statements, according to Eric Waggoner, director of Lake County Planning Department. Once those are completed, the ZBA will discuss possible conditions of approval, deliberate and ultimately vote on the proposal. Given those remaining steps, it is more likely that the ZBA won’t be voting until Thursday, Waggoner said. Next public hearing includes more public comment, tonight, at 5 p.m.
After a month extension, public hearings regarding the rezoning of the Dimucci property at Old McHenry Road and Route 12 resumed, Sept. 6. The flavor of the meetings was noticeably changed. The villages of North Barrington and Hawthorn Woods, previously leading the opposition, were no longer fighting the rezoning. However, neighbors of the Dimucci property remained adamantly opposed and vocal in their opposition. The Zoning Board of Appeals hearings are for rezoning the 109- acre site from residential to general commercial and a Planned Unit Development on the site. Discussions between Lake County, Hawthorn Woods and Barrington need more time; next hearing scheduled for Sept. 6.
The Lake County Planning, Building and Zoning Department sent a notice announcing the continuance of the public hearing regarding rezoning of the Dimucci property at Rte. 12 and Old McHenry Road, until Sept. 6. The first Zoning Board of Appeals (ZBA) public hearing on rezoning and a Planned Unit Development, or PUD, for the Dimucci property was held on July 18. It was primarily devoted to presentations by the petitioner, in a four-hour meeting that drew about 200 residents. The next scheduled meeting was on July 25, and was to include public comment. However, the County requested a continuance of the Dimucci hearings until Aug. 15, to give the County time to meet with Hawthorn Woods and North Barrington, who have opposed the Dimucci plan. …

County staff agrees to meet with Hawthorn Woods and North Barrington officials to discuss controversial rezoning at Old McHenry Road and Rte. 12.
The Lake County Zoning Board of Appeals (ZBA) is scheduled to meet for the second public hearing on rezoning and PUD of the Dimucci property on Rte. 12, on Wednesday, July 25. However, the meeting may be very short as the County will request a postponement until Aug. 15. As public hearings on the controversial Dimucci property rezoning request continue, the opposition continues to build. The Citizens for Conservation (CFC), a Barrington-area environmental organization, published a statement last week opposing the Dimucci family request for rezoning 109 acres, from residential to commercial, at the southeast corner of Rte. 12 and Old McHenry Road.
